Government of Uttarakhand as per Section 31(2) and 32 of the Act.

  • These Rules shall be called DIT University First Rules, 2015.
  • After the First Rules have come into force, new Rules or additions or subsequent amendments or repealing of the existing Rules can be made by the Board of Governors. These new/ amended Rules shall come into force on approval of the Board of Governors of the University and shall be submitted for the approval of the State

In these Rules unless there is anything repugnant to the subject or the context

  • ‘Act’ means The DIT University Act, 2012 (Uttarakhand Act No. 10 of 2013);
  • ‘Section’ and ‘Sub-section’ means a ‘Section’ and ‘Sub-section’ of the Act;
  • ‘Statutes’ means Statutes of the University as framed under the provisions of the Act;
  • ‘Roll Number’ means a number allotted to each student admitted to a program (courses of studies) by the University or its Constituent College.
  • ‘Enrollment’ means enrollment of the students to the University;
  • ‘Enrollment Number’ means a number allotted by the University for Identification of student enrolled in the University;
  • ‘Program’ means courses of studies leading to the conferment or award of a degree, diploma, certificate, or any other academic distinction or title of the University;
  • ‘Course’ means a subject offered as a unit of studies within an academic program;
  • ‘Curricula’ means the courses of the program with the structure,sequence and other details related to the program;
  • ‘Syllabi’ mean and include the detailed content of courses,duration, pedagogy, session plans, suggested reading and reference materials and other related details of the course;
  • ‘Examination Centre’ means a college or a school/department where the University examinations are conducted;
  • ‘Centre-in-charge’ means a person appointed by the University to conduct the examinations at the examination centre;
  • ‘Examinee’ means a student who fulfills all the eligibility criteria for appearing in the University examinations;
  • ‘Examination Hall’ means a room/hall in the examination centre, where the University examination is being conducted;
  • ‘Examination Cell’ means a department constituted by the University to deal with all issues related to University examinations;
  • ‘University’ means the ‘DIT UNIVERSITY’, Uttarakhand including its Faculties, Schools, Departments, Constituent Colleges, Career Academic Centres, Regional Centres, Study Centres and campuses within the state or outside.

Words denoting the singular shall include the plural & also vice versa.(3) Words denoting any gender shall include all genders.

Words and expressions used in these Rules but not defined shall have the same meaning respectively as assigned to them in the Act and/or the Statutes.

  • The students shall be admitted to the University in accordance with the provisions of the Act, the Statutes, the Rules and Ordinances made in this regard.
  • The eligibility criteria and the admission procedure for various programs offered by the University shall be laid down in the concerned Ordinances duly approved by the Academic Council and the Board of Governors.
  • Every student shall be allotted a roll number as per the program to which he has been admitted. This roll number shall not change, if the branch within the same program (or set of program like integrated/dual degree in case of B.Tech) of the student gets changed. However in case of change of program (e.g. B.Tech,B.Arch, B.Pharm etc.) the student will have to take fresh admission as per norms in the new program. No separate fees shall be charged by the University for allotment of this number. This roll number shall only be allotted to the student on his payment of all applicable fees & deposits and the submission of all documents and certificates as prescribed at the time of admission to the program by the University.
  • A student registered for a program (courses of studies), shall continue to remain registered for such a program, till he passes out the program or he withdraws from the program or as specified by the Ordinances made in this regard.
  • Every student admitted to the University shall be allotted an enrollment number after paying the enrollment fee as prescribed by the University and submission of all the requisite documents certifying his eligibility to the program being admitted.
  • If the student has passed his previous qualification from other University, he shall submit the Original Migration certificate from that University before allotment of the enrollment number.
  • Student already enrolled with the University need not re-apply for enrollment provided that he has not migrated to another University.
  • A student enrolled with the University shall continue to remain the student of the University till he obtains migration certificate from the University.
  • If a student desires to join the University on the basis of transfer of credits from other Institutes/Universities during the program, he shall be examined by the Equivalence Committee constituted by the Vice Chancellor as per the procedure laid down in Ordinances of the University for his admission.

  • The program structure, syllabi, study and evaluation scheme shall be made by the Board of Studies constituted for that program/courses.
  • The recommendations of the Board of Studies shall be reviewed by the Under Graduate Academic Committee/ Post Graduate Academic Committee as applicable. The Under Graduate Academic Committee/ Post Graduate Academic Committee shall send its recommendations to the Academic Council of the University for consideration and approval thereof.
  • The programs of studies, courses, curricula, syllabi and evaluation scheme for all degrees and other academic distinctions of the University shall be as approved by the Academic Council of the University.

  • The candidates who have pursued the approved academic program (courses of studies) in the University and have successfully completed the prescribed requirements for a particular degree,diploma, certificate or other academic distinctions or title, as per the Ordinances laid in this regard by the University, shall be eligible for the award of degree/diploma/certificate or other academic distinctions or title respectively.
  • The eligible students shall be awarded the degree/diploma/certificate or other academic distinctions or title in the annual convocation or otherwise as prescribed in the Statutes and Ordinances of the University.

The condition and eligibility for award of Fellowships, Scholarships,Studentships, Medals and Prizes, instituted by the Board of Governors, shall be as per the Ordinances made in this regard.

  • Conduct of Examinations:
    • The University examination shall be held at the designated examination centres of the University.
    • Each Examination Centre shall have the following facilities; namely-
      • A telephone;
      • E-mail (where this facility is available);
      • Computer with printer;
      • Duplicator/ Photo Copier facilities;
      • A steel almirah with locker facility for safe custody of question papers and other confidential material;
      • A well protected room for storage of examination related material; and
      • Any other means of communication as may be necessary from time to time.
    • The University examinations for all the programs shall be conducted in accordance with the guidelines framed from time to time by the Academic Council and/or the Board of Examinations and the Ordinances made in this regard.
    • The scheme of University Examinations shall be as per the Ordinances made in this regard.
    • The Controller of Examinations, in consultation with the Dean Academics and the approval of the Vice Chancellor, shall prepare and publish a schedule of examinations for each program conducted by the University at least 01 (one) month before the scheduled date of examinations.
    • The Controller of Examinations shall appoint a Centre-in-Charge for smooth conduct of University examination with prior approval of the Vice Chancellor.
    • In exceptional circumstances, the Vice Chancellor may appoint a person as the Centre-in-Charge for conduct of University examinations at a centre even though he may not be a teacher of the University.
    • The Centre-in-Charge shall be responsible for the smooth conduct of the University examinations at his centre. All expenses incurred in connection with the conduct of the examinations at a centre shall be borne by the University as per Ordinances issued in this regard.
    • The Centre-in-Charge shall submit the details of the expenses incurred in a prescribed format as soon as the examinations are over at that centre and in no case beyond 01 (one) month from the date of last paper at that centre.
    • The Centre-in-Charge shall ensure that no person other than the examinees, invigilators, and such persons, as may be authorized by him or by the University, shall be allowed to enter the Examination Hall.
    • Examinees at all examination centres shall strictly abide by the instructions that may be issued to them from time to time by the University.
    • The Examination Cell shall supply adequate number of copies of question papers (in sealed packets) and answer booklets required at each centre to the Centre-in-Charge in reasonable time.
    • The Centre-in-Charge shall return the unused question paper & answer booklets to the Examination Cell within the time as prescribed by the Examination Cell.
    • The Head of the Department/School and/or the Principal of the Constituent College where the practical examinations are to be held,shall make all necessary arrangements for smooth conduct of the practical examinations.
    • Examinee shall report to the examination hall at least 15 (fifteen) minutes prior to the commencement of the examination. Only underexceptional circumstances, the Centre-in-Charge may allow an examinee to enter the examination hall upto 15 (fifteen) minutes after the commencement of examination and no examinee shall be allowed to enter thereafter under any circumstances, Under any circumstances, no extra time will be allowed to an examinee in lieu of late coming. The examinee shall not be allowed to leave the examination hall till 01 (one) hour before the end of the examination.
    • Vigilance Squad (Flying Squad):
      • To ensure conduct of University examinations as per norms, a Vigilance Squad of not less than 03 (three) members of whom 01 (one) shall be a lady member, shall be constituted.
      • The Vigilance Squad shall be authorized to visit any Examination Hall and enter in the office of the Centre-inCharge without prior intimation to check the records and other materials relating to conduct of University examination. For ascertaining the authenticity of the examinee by checking the identity, the Vigilance Squad may enter the Examination Hall.The Vigilance Squad shall be authorized to detect use of malpractices and unfair means in the University Examination,by physical check, if necessary. In case of female candidates,the physical check shall be made by the lady member of the squad.
      • The Centre-in-Charge shall extend all co-operation to the Vigilance Squad.
    • The Centre-in-Charge shall dispatch the used answer booklets to the Examination Cell of the University immediately on conclusion of examinations, each day.
    • After receiving the answer booklets, the Examination Cell shall ensure coding and masking of the answer booklets. After coding, the answer booklets shall be sent for evaluation.
    • The answer booklets shall be preserved for a period of 06 (six) months from the date of declaration of the results after which the answer booklets shall be shredded and disposed off by the Examination Cell with prior approval of the Vice Chancellor.
    • The results of the examination shall be tabulated and prepared in a prescribed format by the appointed tabulators.
    • The results tabulated by the tabulators shall be compared and verified by persons authorized by the Controller of Examinations.
    • The results of the examinations shall normally be declared as per date(s) stipulated in the academic calendar but not later than 15(fifteen) days from the last day of examination (theory and practical) after due moderation by the respective moderation boards and approval thereof by the Board of Examinations.
  • Conditions and mode of appointment, duties of examining bodies, examiners, invigilators, tabulators and moderators:
    • The qualification and experience for paper setter, moderator, evaluator and examiner shall be as per the guidelines of the Academic Council or as per the Ordinances made in this regard.
    • The Paper Setter, Moderator, Internal and External Examiners shall be appointed from a panel of examiners. In case of unavailability of Paper Setter and Examiner so appointed, another Paper Setter and Examiner shall be appointed from the panel.
    • The Controller of Examinations of the University shall maintain a panel of Paper Setters, Internal and External Examiners for each course.
    • Appointment as Paper Setter, Moderator and Examiner or for any other work related to examination shall not be claimed as a matter of right by any employee of the University or any other person.
    • Under normal circumstances, appointment of an employee as a Paper Setter, Moderator, Examiner, Invigilator, Tabulator and other works related to examination shall be binding on him. He shall also ensure that his unavailability for assignment is communicated to the Examination Cell well in advance to enable the Examination Cell to make alternative arrangements.
    • The Paper Setter, Moderator, Examiner and Tabulator shall follow all the instructions given by the University from time to time in respect of pattern of question papers, setting of question papers, model answers, scheme of marking etc.
    • The Controller of Examinations shall send intimation to the Paper Setter, Moderator and Examiner regarding their appointment with appropriate instructions, guidelines relating to the examination.
    • The question papers, unless otherwise specified, shall be set in English.
      • Each Paper Setter shall set and submit to the Examination Cell within the prescribed period, the question paper(s)that he sets and its required number of copies/sets, in a sealed cover, enclosed in another sealed cover. He shall also furnish a certificate to the effect that he has destroyed all the notes and manuscripts in connection with the question paper(s) he has set. Copyright of any question paper set by an examiner shall vest with the University only.
    • Paper Setters, who do not set and submit the question paper to the Examination Cell within the prescribed time limit, shall, ipso facto, cease to be Paper Setter.
    • The Examiners appointed by the University shall be eligible for reappointment.
    • The examiners shall be required to maintain confidentiality regarding their appointment as examiner and shall also maintain confidentiality regarding marks awarded by them and any other work related to conduct of University examination.
    • All Examiners and Paper Setters shall furnish certificate to the fact that no relations of his is appearing in the examination. Relations include husband, wife, blood relation or in laws.
    • A record of misconduct, if any, committed by the Paper Setter, Moderator, Examiner, Tabulator and any other person with University examination shall be maintained by the office of the Controller of Examinations.
    • All complaints and incidents regarding unfair means shall be dealt as per the Ordinances made in this regard.

Based on the recommendations of the Board of Examinations and in consultation with the Finance Committee, the Board of Governors shall decide the fee to be charged for various examinations, degrees and other academic distinctions of the University.

  • The University may provide hostel/ residential accommodation (if available) to the students admitted in it.
  • The University shall make arrangements for supervision, maintenance and inspection of facilities provided in the hostel/residential accommodation.
  • The University shall make arrangements for supervision of the students in order to maintain the discipline of the hostel/residential accommodation.
  • The resident students shall conform/comply to the guidelines, ordinances and all other terms & conditions made for the residents of the hostel(s).
  • Dean of Student Welfare and/or Principal of the Constituent College shall maintain records of the following, namely–
    • Number of hostels and the number of the Wardens;
    • Number of resident students in each hostel and approved lodging;
    • Number of non-resident students living with their parents;
    • Number of non-resident students living with their guardians; and
    • Number of non-resident students living independently The College/Faculty shall provide this information whenever asked for by the University.
  • Resident students in the hostel shall take their food in the mess provided in the hostel.

  • Every student registered for a program shall be charged with fees and the deposits as determined by the Board of Governors from time to time.
  • The tuition & other fees and deposits chargeable to the students shall be decided by the Board of Governors annually upon the recommendations of the Finance Committee.
  • Tuition Fees and other fees from registered students shall be charged annually/half yearly/term wise or as decided by the Board of Governors from time to time, on or before a date prescribed by the University.
  • Fees and Deposits for enrollment, examinations, hostel, degrees, other academic distinctions and any other fee as determined by the Board of Governors from registered students shall be charged additionally.
  • Any matter related to refund of fees shall be governed by the Ordinance issued in this regard at the start of each admission year and the policy mentioned therein shall be final and binding on all the concerned.

  • Detailed Ordinances governing various aspects (e.g. examinations, service conditions, maintenance of discipline, etc.) shall be framed by a committee constituted by the Vice Chancellor within the framework of the Act, the Statutes and the Rules for smooth, efficient, fair and transparent functioning of the University. The Ordinances thus proposed would be submitted to the Academic Council for its recommendation to the Board of Management and thereafter to the Board of Governors for final approval.
  • The Ordinances shall be considered by the respective Authorities/ Officers of the University as laid down in the Act, the Statutes and the Rules.
  • The Board of Governors shall have the powers to make new Ordinances and modify or delete any existing Ordinance as and when required for the proper functioning of the University.
  • The Registrar of the University shall maintain a record of all the Ordinances of the University and shall provide the same to the Authorities/Officers of the University as and when required by them.
